David Feng was born in Beijing. He had a Beijing hukou and now has a Beijing-issued Chinese Green Card — and a lot of Beijing stories and projects along the way.

David considered going back to Switzerland after finishing his university studies in Beijing. When Beijing unexpectedly won the Beijing 2008 Summer Olympics bid, however, he decided to stay. He spent these memorable months of the Summer Games both in front of the radio studio microphone and at the city’s planning museum.
馮琰曾計畫在北京讀完本科即回到瑞士。然而，當北京意外地贏取 2008 年夏奧會主辦權，他即決定留下。夏奧會期間，他既經常在電臺麥克風前出現，又曾在北京市規劃展覽館將京城故事以多國語言向多國訪客介紹。

The Chinese Green Card / “Five-Star Card” (PRC Foreign Permanent Resident ID Card) is arguably the most difficult to get settlement card in a major world economy. It was granted to him after two decades in China, on the basis of advanced academic achievements, but also following years of active involvement in China’s rail and language communities. Settlement was granted unexpectedly during Zero Covid, when China’s borders were “locked by quarantine”.

中國綠卡/「五星卡」(中華人民共和國外國人永久居留身分證) 屬於世界上重要國家中最難獲得的永久居留證件。在馮琰在京定居二十年後，即因其學術成績與身分，同時在其活躍參加中國鐵路及語言界後，即批准取得。獲得時間非常特殊，是在 2019 冠狀病毒中國實行嚴格入境條件及強制入境隔離時發出。

北京 2022 年冬奧會
Although the Winter Games were cordoned off by a strict Covid bubble, pre-pandemic, David was one of the most active members of Beijing’s language community in preparing the Chinese capital for the Games — with a better degree of English competency. From Immigration to Emergency Services, railways to hospitals, he took part in making the city’s level of English better. As a result of this, he was invited to be a part of the city’s highly exclusive team of language specialists responsible for setting the standards on the use of English in Beijing.
雖然冬奧會因疫情嚴格管制，「被迫」於閉環環境內舉行，但在疫情爆發之前，馮琰早就此為北京市準備頻繁的提高英文水平講座及活動。無論是出入境還是應急服務，從鐵路列車及車站到醫院，他深度參與改善北京市英文水平。因此，馮琰也被邀請進一步參加中國首都英文標準化工作，包括加入有關團隊，繼續改善北京英文。
